## What Is EU Regulation 2024/1028
The European Union adopted Regulation 2024/1028 to create a unified framework for short-term rental data collection and sharing. It requires: all STR hosts to register with their national authority and display a registration number on every listing, and platforms (Airbnb, Vrbo, Booking.com) to verify these numbers and share host activity data with authorities.
The May 20, 2026 Enforcement Deadline
Member states must have their Single Digital Entry Points (SDEPs) operational by May 20, 2026. After this date, platforms must verify host registration numbers and begin quarterly data sharing with national authorities.
What Spain Already Did
Spain is ahead of the curve — and provides a preview of enforcement intensity. Airbnb received a $65 million fine from Spanish authorities and proactively delisted 65,000 Spanish listings in August 2025. Barcelona's STR ban was upheld by Spain's Constitutional Court in March 2025, with a full phase-out of STR licenses by 2028.
Implementation Reality Across Member States
As of March 2026, Spain is the only EU member state with a fully confirmed operational SDEP and mandatory registration scheme (via Royal Decree 1312/2024). Other member states are at varying stages of readiness. A European Parliament research note flagged uneven implementation — some countries may not have functioning portals by May 20.
This creates a tricky compliance situation: the registration number display requirement applies regardless of whether your country's SDEP is ready. Hosts should register now wherever possible.
US Enforcement Is Accelerating Too
This isn't just an EU issue. In the US: - California SB 346 (effective Jan 1, 2026) lets cities compel Airbnb/Vrbo to share host data — fines up to $10,000/day for non-compliant platforms - Austin, TX delists unlicensed properties starting July 1, 2026 — platforms must remove listings within 10 days of a city notice - Maryland's STR Safety Act (signed March 2026) is the first statewide mandatory safety standard for short-term rentals

- Check if your country/city has an active registration portal and register immediately
- Save your registration number and add it to all active listings
- Review your local tax obligations — lodging tax rates and reporting deadlines vary by jurisdiction
- Set calendar reminders for permit renewal dates and tax filing deadlines
- Track the regulatory calendar — new rules are being added every quarter
